My employer locks the water fountain during shifts to prevent people wasting time.
We are only allowed water during our 2 breaks (15 min each). In a hot factory with physical work, this feels dangerous.

This is ILLEGAL. Under the Workplace (Health, Safety and Welfare) Regulations 1992, Regulation 22, your employer MUST provide an adequate supply of wholesome drinking water, readily accessible at all times, at suitable and clearly marked locations.
Restricting water access during physical work in a hot environment is extremely dangerous and could lead to dehydration, heat exhaustion, kidney damage, and even heatstroke. Report this immediately to HSE: 0300 003 1647. You can report anonymously.
